Three sustainable electronics regulatory frameworks under the ESPR took effect across the EU on January 1, 2026, introducing mandatory compliance rules for all circuit boards sold within the bloc. Key mandates include recyclability labeling for multi-layer PCBs, full Digital Product Passport (DPP) traceability covering raw mineral origins, and bans on three toxic flame retardants used in PCB substrates. The WEEE directive parallel update raises the minimum PCB metal recycling target to 85%, requiring e-waste recycling facilities to upgrade metallurgical recovery equipment to extract 95% of copper, gold and silver from scrapped circuit boards. Customs will detain shipments without complete DPP documentation.
